Auto-scaling with spring Merged

Getting started with the Auto-Scaling service

As a developer I'd like to have a Spring Boot Liberty application with  metrics data will be collected by the Auto-Scaling service.

    there is a much different auto scaling tech in place now, please re-evaluate if you feel this is still needed

    If the spring boot application is using Liberty web container, then you should be able to use metrics heap/throughput/response_time, while if it is just using Liberty Java runtime then autoscaler can not collect the additional metrics and only support memory based scaling.

    The support of auto-scaling with spring will be part of 2441 (https://bigblue.aha.io/ideas/ideas/IDEA-I-2441)  and it will be in open source edition.
